India-France Ties Enter a New Phase as Modi Highlights Expanding Strategic Partnership

Prime Minister Narendra Modi has highlighted the growing strength and importance of India-France relations, describing the partnership as entering a new phase marked by deeper cooperation, greater strategic trust and expanding collaboration across several emerging sectors.

The relationship was elevated to a “Special Global Strategic Partnership” in February 2026, reflecting the two countries’ shared intention to build a broader and more future-oriented partnership. The upgraded framework is expected to strengthen cooperation not only in defence and security, but also in technology, innovation, investment, education, healthcare and sustainable development.

A major focus of the partnership is the India-France Year of Innovation 2026. The initiative is designed to encourage closer cooperation between government institutions, universities, research organisations, start-ups and private companies. Artificial intelligence, advanced digital technologies, scientific research and innovation are expected to remain central areas of collaboration.

Both countries are also exploring opportunities in sectors that are becoming increasingly important to economic and national security. These include critical minerals, biotechnology, advanced materials, clean energy, space technology and high-end manufacturing. Cooperation in these fields could help strengthen supply chains, support industrial development and create new opportunities for businesses and researchers in both countries.

Defence and strategic security continue to be key pillars of India-France relations. Over the years, the two countries have developed cooperation in defence production, military exercises, maritime security and the Indo-Pacific region. Their partnership is also supported by a shared interest in maintaining a free, open and rules-based Indo-Pacific, where countries can pursue economic and security interests without coercion.

France has remained an important European partner for India, particularly at a time when global geopolitical tensions, supply-chain disruptions and security challenges are increasing. India, meanwhile, is viewed by France as a significant strategic, economic and technological partner in the Indo-Pacific and beyond.

Economic and investment ties are another important part of the relationship. Greater cooperation in infrastructure, renewable energy, digital services, manufacturing and research could help expand trade and encourage companies from both countries to explore new markets. Collaboration between start-ups and technology firms may also contribute to job creation and the development of innovative products.

People-to-people relations are expected to receive greater attention as well. Academic exchanges, student mobility, tourism, cultural programmes and professional partnerships can help build stronger public connections and create a deeper understanding between the two societies.

The expanding partnership also reflects the changing nature of international diplomacy. India and France are moving beyond a relationship focused mainly on traditional defence cooperation and are building a wider framework that includes technology, innovation, economic resilience, climate action and global governance.

India-France relations are no longer limited to traditional diplomacy. The partnership is increasingly focused on shaping cooperation in the strategic and technological sectors of the future, while strengthening security, economic growth and people-to-people connections between the two countries.
